Get the price bands for quotes on a request

The SEC Rule 15c3-5 bands a quote on this request must
fall in, so a quote ticket can check a quote before submitting it. These are the
same bands POST /api/rfq/requests/{requestId}/offers checks quotes against, so a
quote inside every band is never refused by a band. Each band is inclusive.

  • Fixed income: one yield band. A quote by price is checked by the yield the
    price implies.
  • Repo: a yield band for the collateral, then a rate band around SOFR.
  • Spot equities: one price band, on the price per unit (cash ÷ quantity).

The list is empty for crypto and commodities, which have no band. The bands move as the reference does (daily), so fetch
them when the ticket opens rather than caching them. A request the caller cannot
see returns 404.
