Resolve a full party id to the opaque rfq_id used to address a request to that
counterparty (user_ids on POST /api/rfq/requests).
This is an exact, case-sensitive lookup on the full party id, matching any wallet
linked to the account. There is no partial or name search. Only RFQ-enabled
accounts other than the caller resolve. No name is returned. An unknown party id
returns an empty list, not 404.
