Retrieve Amulet protocol disclosure data for a given party ID.
When partyId is omitted or empty, use the authenticated user's linked canton_id.
A supplied partyId must match the authenticated user's trading canton_id or RFQ rfq_party_id.
A party belonging to neither wallet is rejected with 403 before fetching disclosures.

This endpoint fetches disclosure information including amulet rules, open mining rounds,
and external party amulet rules from the Canton validator.
